Running MS NAV 2015 with MS SQL Backend. Went to Install the 32 bit version of Jet Express for Excel 32 bit version from my Office 2013 environment. As soon as I click [Install] it immediately fails with the message that Microsoft Excel is not installed or could not be found. Please install Excel 2007 or later and try again.

Let's have you give the Jet Essentials installer a try.
Installing Jet Essentials without the activation code will install Jet Express on your computer.
Visit http://jetreports.com/download/ and download Jet Essentials.
Run the Jet Setup file.
Skip the Activation Code.
Choose "Client Components" and uncheck all options except for Jet Essentials.
Attempt the installation and let me know if it is not successful.
Another option would be to try out the command line installation of Jet Essentials without the activation code.

Download the files in the link that says "A zip file containing both the 32-bit and 64-bit MSI file is available here."
Extract the ZIP files to the root of your C:\ drive.
Open a command prompt (as Administrator) and cd.. to the root of C:\
Run the following command:
Jet.Setup.Essentials_x86.msi /qn
Wait about 2-3 minutes for the silent installation to complete (you will not see anything happening on the screen visually).
Open Excel and follow the instructions in this article to manually enable the Jet Add-In: http://kb.jetreports.com/article/AA-00497
If none of these options resolve the issue then I would suggest running a repair installation of Microsoft Office on your computer to see if this corrects the issue with Jet Express not recognizing that it is installed.
