I have a client who have multiple sheets in a spreadsheet which has similar data but is broken down by departments. Is it possible to restrict which sheet(s) refresh upon opening or refreshing the report?

Nope this is not possible. It sounds like you ought to actually be using NL(Sheets) to create the sheets dynamically. Then you could have a filter on your report where you could choose which departments you wanted to run the report for and it would only create those particular sheets. Does that help?

When Excel re-calculates, it re-calculates all worksheets in all open workbooks.
It would not be possible to change that Excel functionality.
