I am running into this problem on one of the Win XP user.
We just cannot open any Jet screen like browser,scheduler,Jfx.
The error is like "Configuration system failed to initialize"
User is using MS Office Professional Plus 2007.
I did installing the latest version, reinstall .Net 4.0.
All these don't help to rectify the problem.
Please help..

You are right that this can be caused by a problem with the .NET Framework and it needs to be re-installed.
Since you have already performed that step, let's look at the other known cause…
This issue can also be caused by a problem with the Excel user.config file in the local application data folder.
In XP these can be found in a subdirectory of C:\Documents and Settings\[user]\Local Settings\Application Data\Microsoft_Corporation\DefaultDomain_Path_{additional characters}\{version of MS Office}
(note: the 'Local Settings' folder is often a hidden folder)
Close Excel, delete the user.config file (or move it elsewhere, if you are not comfortable with deleting it), and then re-start Excel and re-test.
