I am not able to utilize some of the functionality of the Jet Pro. Many Design Tools are grayed out. See attachment. Please advise

With Jet Express, the look of the Jet tab is generally similarly to the one in the attached image.
The buttons highlighted in yellow are not available for use in Jet Express.
The publish button particularly is is used to publish reports to the Web Portal. This button is available when a user is connected to a Jet Service Tier database. However, with Jet Express, this type of connection cannot be made. Hence, why the publish button is not illuminated.
All Jet Express users are able to design reports by clicking on the NL and GL buttons found in the JFx section.
I hope this makes sense.

These tools (Report Wizard, Jet Browser, Snippets, Pivot Table, Schedule) and the ability to have multiple data sources are all available in Jet Essentials/Jet Professional.
