Can you tell me which interface is used by jet reports express? Is it SQL ODBC or web service or something else?
So does it consume any NAV user license?

  Communication between NAV and other applications are handled by NAV's C/FRONT utility (part of the NAV SDK).
  
  When your run the Express report, a NAV user connection is used during the running itself. This connection is freed when the report is complete.

  You can use that setting if C/Front is not installed. You can direct Express to look in the appropriate folder under the JetReports/JetFront folder.
