Does Jet Express use an extra client license or to put it another way: will one NAV application running at the same time as an Excel, use two users inside NAV?

  Jet Express will utilize a NAV 2009 full license seat for a short period of time while it runs a query, but not the whole time that Excel is running.
  Jet Express will utilize a NAV 2013 lite license seat for a short period of time while it runs a query, but not the whole time that Excel is running.
