Path/File access error

Had a client who is on NAV 5.0, and 4.07 version of Jet. Everything was working fine.
We upgraded their Jet to 7.0.5.

now when they go to access Jet, a permission error comes up.

Jet Reports
Run-Time error '75'
Path/File access error

Now this error never came up before, but now it does right after upgrading the Jet version. Now if i give the person ADMIN rights, the error goes away, but if i give them full access to the c:\program files\Jet Reports directory and the c:\program files\microsoft business solutions navision directory, the error still shows up.

So what file if Jet trying to access here to give this error message? any ideas?
