How do I pull the last entry from Employee Rate table?

Hi,

I need some help pulling the last entry made for a rate code in our Employee Rate table for the last Effective Date entered. I'm running into a problem because of the the first entry, which was made via an import when we converted to Navigator, does not have an effective date for the code that I'm trying to pull the last entry for. When I use the following formula it doesn't look past the first entry that has a blank effective date:

=NL("Last","Employee Rate","Effective Date","Employee No.",H3,"Payroll Rate Code","401K PERC")

I have also tried added a field filter for the Effective Date, but it gives me the first entry made after the blank effective date.

Attached is an example of how the information may look in Navigator. My report is either pulling the blank effective date line or the next date line after the blank effective date of 08/12/11, but it is not pulling the last effective date of 02/22/12.
