Hello. I'm using table builder and I want to set a filter where a field is "Not Equal" to a specified value. The only operators I see are "Between" and "Equals". Is this all that is available in Table Builder?

Yes, that is what is available in the Table Builder.
However, you can still implement a "Not Equal" filter. In the filter, simply put <> in front of what you want to exclude.
