Two tables in Power BI need to respond to a single filter. I initially thought I needed to create a relationship, but Power BI states I cannot create a relationship between the tables.
Information located in one table needs to be filtered along with information in the other table. Without the relationship, I cannot use the filter on all visualizations.

I'm curious about what you are trying to due since the title of this post mentions "cube" data, but then you refer to tables (which don't exist in cubes).
Is there a PowerBI error that is being displayed? Could you post a screen shot of it?
In short, it sounds like you are stating something like "I have customers in Table A and Table B and if I filter on a customer I want the data from both tables to filter down to just that customer". With a few more details, let's see if we can get you pointed in the right direction.

I was referring to the data tables in Power BI, which were extracted from the cube.
We are having trouble getting a document count for the number of current PreOrders. I have sorted the information in Power BI to PreOrders only, however Power BI counts the number of items on orders instead of providing an document (order) count. So instead of showing 33, it displays 54. The only way I can get an accurate document count is if I create a smaller table (Sales Test 3). If I add any additional information aside from Document Count, Sales Manager, and Status Code, the document count is incorrect in Power BI.
To make the whole dashboard interactive, I need the correct document count from Sales Test 3 to be connected to information in Sales TEST. Or is there a way to get the Document count to work as is in Sales TEST? I have tried changing the Document Count Field to a count and count(distinct), but neither display options show the correct number.

Without being able to see your data, I believe what is happening is that the counts are correct but might not be showing as you expect. The document number isn't in the list which might cause the results to look skewed. What I mean by this is that each row is going to count the number of documents that apply to the specific combination of dimensions values on the row (for example: 2017-11-30, Scott Boldebook, F06252A appeared on 3 documents). Let's say that one of those documents was invoice 12345. It's very possible that one of the other rows also includes invoice 12345 (same date, same sales manager, different item on the invoice). So when you add up all of the rows some of them are going to be double counting based on the fact that a particular invoice could relate to multiple rows. The number at the bottom, however, should be correct in that there were 33 different documents total. Does that make sense?
