The error message indicates that (instead of Jet Reports) you are using a non-activated installation of the Jet Excel add-in.
From the Jet ribbon, choose Activate Jet License... from the Help button:
When prompted, enter your Jet Activation Code.
If you don't know your code, you can contact your Jet representative or Jet Global Tech Support.

Thanks for the response. I do not have a license for this customer. They run Jet Reports in Basic/Express mode. In all the versions before 2019 you can install Jet Reports (Pro) and it works in Basic/Express mode without having to activate.
Now with 2019 I get the license error. If I go to Help-> About it still shows that its running in Basic/Express mode but I can't use the product.

Could you please gather some additional info and send it in?
1) Enable Logging
2) Run the report
3) Send the resulting log file to beta@jetglobal.com
4) Turn OFF logging

This issue occurs when using NAV 2018 with Jet 2019 (either 19.0 or 19.1).
While this will be addressed in the scheduled release of 19.2, your current option would be (as you already mentioned) to use Jet version 2018 R2.
