Region format prevents add-in from loading

The Jet add-in was not loading in latest Windows 10 Excel 365 due to region format setting (Control Panel > Clock and Region > Region > Change date, time, or number formtas). Our default was set to English (Switzerland) but in our environment Jet only works when we set it to English (United Kingdom).

No useful error messages helped us along the way, we lost a great deal of time identifying the origin of the problem.
