We are using only the NAV 2009 R2 Role Tailored Client.
In the instructions I see that we are supposed to place a copy of FIN.FLF into the folder for the "Classic” client.
Does this mean that I would need to install the NAV Classic Client for Jet Express?

You are correct.
The NAV utility that handles the communications between NAV 2009 and Jet Express only communicates with the NAV Classic Client.
While the NAV users can continue to utilize only the RTC, the Classic Client must be installed to provide access through Jet Express.
