How do I add 'variables' to a report - e.g I have refreshed the data & saved a report. I want other users to add data (without going into design mode).
At the moment when they update a cell it gets overwritten when I later refresh data.

This would be accomplished with a "Report Options" page.
When building a report via the Table Builder there is an option when you click on the table and then enter a filter to set it as "User Defined" with a check box.
If you select the filter and check this box then when a user refreshes the report a Report Options window will appear that will allow them the ability to change the filters.

I know you are utilizing Express, but this will show you the "User Defined" option that I am referencing.

Howeever, I now have a broader query.
I have some management reports (predominantly financial data) that utilise Navision data; these run perfectly.
I also have some other spreadsheets - mixed financial data, KPIs and non-financial data (not contained in Nav). How do I set up the file so that I can include / enter information? If I enter dtaa when in 'refresh mode', then the data is lost when I re-refresh. But 'design mode' is a bit clunk when not designing. Is it possible to have some sheets in a .xls file that is excluded from the Jet process.

In a report that contains any Jet functions you must add all information while in Design Mode.
Any information added while in Report Mode will be lost when you press Report or Refresh.
You can have standard Excel formulas in the same report on different sheets than the Jet functions, but they must be added while in Design Mode.
