I've scheduled a report with value only work book format. But after receiving email if i open the report, it automatically updates all data. I think scheduler is throwing report in jet work book.

The conversion to values-only is the last step to be performed before the report is saved and then emailed.
If Jet functions remain in the results, this would tend to indicate that something is interfering with that process.
I would suggest submitting a support request. They may have you generate a log file that would contain additional details about what is happening, behind the scenes.
