does the customer need a NAV 2009 database or is a technical update to NAV 2009 sufficient?

The customer needs to be running Microsoft Dynamics NAV 2009 executables. They can be running any version of the business objects (database). -

There are no Jet Business Objects (.fob) that need to be imported to configure a Data Source for "Dynamics NAV 2009 R2 or earlier".
Jet Business Objects (.fob) are only needed for a "Dynamics NAV 2013 and later (Web Services)" Data Source.
You simply need to have the Dynamics NAV Classic Client installed (2009 or higher) along with its matching C/FRONT and have the 1800 C/FRONT granule in your NAV license.
