After I create a report using the table builder, how can I get back into the table builder to add filters or even add another table. I can't seem to figure out how to reopen it once I have generated results. My experience so far is that I need to start from scratch every time.

You are correct, while Jet Essentials does provide the ability to save your work as a template (which can then be re-opened and edit by the Table Builder), Jet Express' Table Builder can create but not edit.
You would need to modify the resulting NL(Table) function directly or by using the Function Wizard.
