I have no clue about Jet Reports but I'm asked to resolve a problem.
Users like to plan Scheduler but get a message like "Users need to get the right "Login as Batch"".
Some Input:
Windows Server 2003 R2 Std. SP2 x86
Office 2003
Jet Reports 2009
The Server is used as Terminal Server. What are the requirements? By default the Users can not access the directory C:\WINDOWS\Tasks where the Windows Schedules are. Is that a matter? With access to this directory, it also didnt work.
Do you have some informations for me? :-)

Recently I got the same error message and found a solution. Hopefully it works for you too. In Windows, the "Login as Batch" privilege is granted through the Local or Domain Security Policy. To do this using the Local Security Policy, follow these steps.
1. In the Control Panel, open Administrative Tools, then Local Security Policy.
2. Beneath Security Settings, open Local Policies and highlight User Rights Assignment.
3. Locate Log on as a batch job. Open the properties and add any users that need this right.
4. When finished, save your changes and close the Local Security Settings window.
Your changes should take effect immediately. To make changes to the Domain Security Policy, on a domain controller, use the Domain Security Policy utility in the Control Panel.

i already tried it with the Security Policy at our GPOs but it wasnt the answer. I think i will give it another try, maybe i was just impatient.
