Design vs. Report Mode

I have created a budget file using Jet Reports. My columns are Actual, Budget, Actual, Budget, etc. The actual columns are pulling data out of NAV via the GL function. The budget columns are a formula taking the actual multiplied by a reference field that contains a percentage (3%). With the file in REPORT mode I want to make changes, updating budget fields etc.

I was playing around with the file I changed the percentage field to be 10%, saved the file, went into DESIGN mode and the field changed back to 3%. Is this normal behavior?
