Universal connection #value

I created a data dump report using the universal connection to our Oracle DB when the report is in design, data is returned on that first line.  When I run the report currently I have it to pull data on 4 records to test that the data is coming in correctly.  At that point all the data that's using the universal connection comes back with #value.  This is the function I am using =NL("FIRST","sql=SELECT EFF_DATE FROM MBR_PLAN WHERE %FILTER1%","EFF_DATE","DataSource=","ODW","1S=SSN",$G11).  Is there anything that would cause this issue?  While it's in report mode and I select Unhide some of the #value turn into the actual data.  Any way of fixing this?
