I install Jet report Professional 2018 and get the error as below.

According to various Microsoft postings (example), something is blocking Excel from being able to perform a task (we'll assume that task is to enable the Jet Excel add-in).
The example link talks about modifying the Windows Registry.
HOWEVER, the issue might be addressed much more simply by just performing a Repair on the installation of Microsoft Office (through Windows Control Panel).
