The Jet Hub is compatible with a variety of data source (e.g., NAV 2013 +, GP, SQL). There should be no need for a Dynamics NAV CAL license to install or use it.
Note: if you are using Web Services to access your data (instead of connecting directly to NAV's SQL database), you do need the ability to install the Jet Business Objects for NAV.
The Jet Hub needs to be installed on a server running Microsoft's Internet Information Services (IIS). That could be in the same SQL instance as NAV or separate. More information about the various Jet components, what they do, and where they are installed can be found in the Components of Jet Products video.

Almost an answer, the question was the licence requirement for a SQL instance that will support the Web Portal where it is a stand-alone instance just to support the portal?
