In addition, do i need to install jet service in order to get this work?

Hello Tom -
The message would indicate that either (a) SMTP is not active on that server or that (b) SMTP is configured to require the advanced settings (port, username, and password).
Oftentimes, the username is the same as the email address, but that varies from system to system.
(note: This can also be caused by a configuration issue with the SMTP server. An internet search for "4.3.2 Service not available" can help a system admin with that type of issue)

the SMTP set up work for my server log in but not with the remote server. Do you know the exact setting for this?

Could you explain the configuration you are working with and what you are trying to do? From you question, it would seem that there are at least two computers involved.
You would need to configure the settings on each machine.
